first alert weather team is tracking rain to move in tonight. but will the entire weekend be a washout? good morning, welcome to "nbc 10 news today." i'm chris cato. tracy's fingers are crossed. >> i said i hope not. meteorologist brittney shipp will tell us what will happen this weekend. it's not the whole weekend but on saturday you need the umbrella the entire day with the rain moving in starting tonight. we'll be dry heading to work and heading home from work. if you have an early dinner fine. but by 10:00 tonight we'll see the rain move in from the west. and right now you can see on the satellite radar shot where all the moisture is starting to push into parts of cincinnati. it is situated mainly in memphis but will continue to head our way into the rest of today. temperatures are starting off in the 30s this morning as we push into your afternoon. you will notice the clouds increasing and temperatures will range between 48 and 52 degrees. and then closer to 8:00 or 9:00 that's when the rain moves in. once it starts it does not stop until saturday evening. i'll let you know how much rain

to expect in your neighborhood in my full forecast. we have an update on breaking news we're following out of montgomery county. we are live on the scene of germantown pike where some lanes are back open others remain closed following the car accident that caused this power pole to fall. medics took a man and woman to the hospital with non-life-threatening injuries. and peco is on the scene working to restore power. some lane closures on germantown pike. we'll get an update from christine maddela. it will be difficult to navigate around there. the crews are working to fix the utility pole. and we have new information from the photographer on the scene there in plymouth township. the closure points where the accident happened. germantown pike between hallow well road and plymouth road. pleasant road, rather, in plymouth township. right now one westbound lane is open. and two eastbound lanes are open. so that is the good news.

you can navigate through that area. but peco is on the scene and they will be closing one lane in each direction while they work to try to right that utility pole and work on the wires in that area. so it is going to be a little bit tricky. if this is part of your morning commute, give yourself extra time because that is a major thoroughfare. things are getting better. see all the green behind this graphic? that was red earlier showing the slowdown with the closure point. so the delays are easing but just be careful because more volume will increase throughout the morning. seeing a live look at interstate 295 at route 168, this is really indicative of what we are seeing throughout the area on the interstates. not a lot of volume at this hour. typical for this time of the morning. route 202 if you are in chester county, take a look at the drive times. 11 minutes between route 30 and the schuylkill expressway. a philadelphia police officer killeded in the line of duty will be laid to rest this weekend. and tonight friends family and fellow officers will begin paying their final respects to officer robert wilson.

nbc 10's monique braxton is joining us live where the first of two viewings will be held tonight. monique? >> reporter: hi, tracy. this is where thousands of people who loved and respected officer robert wilson iii will come to express their sympathy to his family also to try to console each other. you can see an officer now stands on guard. this week there have been vigils to pray for his family and reflect on his commitment to the 22nd district. last night we attened this vigil in cobbs creek, just a few feet from where the father of two lived. and for the first time relatives joined wilson's neighbors. among them his only sister shakara wilson burrows. >> we are getting support from everyone. it helps, it helps, it really

helps. >> reporter: the viewing this evening begins at 4:00 and lasts until 8:00 at the funeral home at 52nd and woodby. a second hearing will take place tomorrow from 7:30 to 10:00 on the campus of the university of pennsylvania. following the viewing, a celebration of his life. a funeral will be beginning at 10:00. he'll be buried at fernwood cemetery in lands dale. the officer wilson's grandmother told us she wanted to have the funeral this weekend so as many people as possible could attend. in the next half hour you'll hear from the woman who raised him calling him robby. live for now, monique braxton, "nbc 10 news." robert wilson was an eight-year veteran of the philadelphia police district serving in the 22nd district. he was in uniform when he went into a gamestop store to buy a

birthday present for his son. two men came in and tried to rob the store. wilson tried to stop them and was shot and killed. carlton hips was injured in the robbery and was taken to the hospital. last night a group held a vigil outside the police station where the shooting happened. they prayed for peace and expressed sympathy to the wounded officers. someone fired three shots as protesters celebrated the resignation of ferguson's police chief yesterday morning. two officers were hit, one in the face and one in the shoulder. both are out of the hospital and police are still looking for the person who shot them. "newsweek" called it murder town usa. now the city's new police

citizen advisory group met for the first time last night. leader says the community's involvement is gaining traction. the mayor says this is part of a renewed emphasis on involving residents in their own safety. in addition to the advisory group, a new group called officer disrupt has cops out of their vehicles talking to victims. >> i know theybuilding relationships and trust comes out of this. >> there has not been a homicide in wilmington in 42 days. in the overbrook section of philadelphia, someone shot and killed a man who was out walking his dog. police searched for crew last night on woodcrest avenue at 9:30 just after the shooting. police tell us the 51-year-old man was found lying on the ground with his dog next to him in check. he later died at the hospital

and investigators believe he was trying to be robbed. no arrests yet. well, the eagles have their new star running back and they grabbed him from that team with the star on their helmet. demarco murray is signed and sealed in philadelphia. can you believe it? vai sikahema is joining us live from the digital operations center. everyone is talking this morning. just how did the eagles pull off this deal to get murray? >> reporter: chris, i think he fell into their laps. remember they had backed out of the deal first. they had to pay the right amount of money and the role for him on offense. we launched skyforce 10 yesterday and followed murray's first touchdown in philadelphia. coming in on a private jet with a short ride in to the come

police. a five-year $42 million contract was signed. after the signing murray got a big hand from eagles fans and said he's excited to be here as part of a good squad of running backs. >> whenever you have ryan matthews, he has to prepare for each running back. so i think that gives us an upper hand and am excited to watch him compete for us. >> part of getting hurt before you welcomed his college roommate, didn't you? he mentioned ryan matthews another 1,000-back eded.

nasa launched the 5 rocket last night and it will be focusing on magnetic reconnection. write that down. that's when magnetic field lines break and reconnect with other field lines nearby. i don't know what that means but when that happens it releases a great burst of energy, sometimes referred to as explosions in space. happening this weekend, the fbi will mark the 55th anniversary of the ten most wanted list. since it started in 1950, the agency placed more than 500 fugitives on that list. and they have located or arrested 473 of those. the philadelphia field office has had 17 fugitives from this area on the list over the years. 5:14 now. the challenge to stop bullying at school has only gotten tougher with social media so popular now.

but a bucks county school is hoping to be at the forefront of getting higher standards nationwide. matt delucia is live for us in warminister this morning. students are doing something differently to catch the attention of congress right? >> reporter: it is really not hard to find a kid who hasn't been bullied in some form or fashion. i spoke with students and administrators here at the centennial school district about what they are doing to try to solve the problem here. the reason is because senator bob casey paid a visit to the district earlier this week using centennial as a model for what he wants to see in schools across the country. he introduced the state school improvement act to congress earlier this year to require schools to create policies to prohibit and prevent bullying and notify the public about how often bullying really happens. >> schools are dealing with many competing mandates and accountability factors that because this is not federally mandated and senator casey is hopefully going to take care of

that piece to give us tools and mandates to make sure we have the systems in place to deal with it. it is sometimes something done in isolation. >> i was bullied myself before by a few people. and it is really not nice to be bullied, but this program has really, really helped with bullying. >> reporter: the centennial school district has been working at this for three years and in every grade level. even bringing in an outside organization called the peace center. and it's a really complex issue. the principal over at william high school tells me the collaboration between students teachers and administrators is what this is all about. and that's really a success at his school. he says suspensions have been cut in half and he hopes that's just a positive sign of things to come. for live in war minister matt delucia, "nbc 10 news." 5:16. delaware governor jack markel wants to cut back on the number of standardized tests students

take. he's also changing the test that the states require to assess the students writing and critical thinking skills. the new smarter balance test will be given just once a year and doesn't take as long which means students won't lose as much valuable learning time. >> assessments that we do use are valuable and effective and done right, but let's not have too many assessments. so that we're rethinking that. >> many teachers in delaware have complained they spend too much time preparing kids for the standardized tests when they should be teaching them new material. many educators also say the state unfairly used the test results as a way to evaluate teachers. meantime in new jersey parents have been fighting a new standardized test there. the parcc exam measures how students perform based on nationwide standards. while some parents are worried about overtesting and want their children to skip the test but yesterday the state's education commissioner warned that students could lose federal funding if the students don't take the exam. 5:17 now.

and time for a check of the roads. we have one issue in plymouth township so far this morning. >> we'll find out what else you may encounter on your way out the door. first alert traffic reporter christine maddela is here. >> we have a crew on the scene here with peco repair crews there. they are busy. what happened was a car crashed and flipped over and hit this utility pole. so the pole, this is the pole right here it's leaning off to the side. and so these peco crews have to be out there repairing it. and that's why they are blocking a portion of this car going around the peco work crews. so in order to get around it i want to walk you through where the road closure is between hallow well road pleantsant road. you can see the car trying to get by here westbound and two eastbound lanes open. that's oncoming traffic we saw in the live picture. peco is closing a lane in each direction as they try to repair the hole. i expect that to be out there

for quite some time. be aware it's going to slow you down if that is part of the commute. especially as we head into the morning commute. that road gets busy out there. take a look at drive times on the blue route from 95 to 76 we are all green out here. 15 minutes. that's about average. so no major volume delays or backups out there. interstate 76 is near montgomery drive. not a lot of volume with no major problems except for in plymouth township. mass transit this morning, everything is on or close to schedule. good morning. heading into your friday we see a sunny start with clouds move in near the lunchtime hour. then we track rain heading into tonight and that rain is going to last all day on saturday. we'll dry out as you head to sunday, but windy conditions are expected. we'll also see warmer temperatures on sunday. so that's good we're staying nice and mild. philadelphia, 34 degrees, mostly clear skies. humidity at 28%.

the feels-like temperature at 30 degrees with light wind speeds. a look across the region 30 degrees in reading and temperatures in atlantic city below freezing. only 27 to start off. so we're a little colder this morning than we were yesterday morning. 22 in the pocanos. 39 in dover. 29 in wilmington. the satellite radar shows we are seeing quiet conditions for now under mostly clear skies, which will give way to sunny skies to start. but all of this moisture is heading our way and it will be here as we head into tonight. so we take a closer look at the future weather model, it shows by 10:00 p.m. tonight we'll see the rain moving in and this is going to continue all day into saturday. we won't see most of this rainfall moving out until closer to 8:00 p.m. and even then we'll still see a few lingering showers but we'll eventually see clearing heading into your saturday night and then into sunday. so how much rain will we see? over an inch for philadelphia. close to an inch in atlantic city and close to an inch in allentown. the quick forecast, the rain starts after 10:00 p.m. and lasts all day saturday.

we could see anywhere from 3/4 an inch to an inch of rain. for today, temperatures range between 48 and 52 degrees. a mix of sun and clouds and rain tonight. your seven-day forecast shows 60 degrees on saturday. 52 sound. well, student safety is a top concern for school leaders yet one local district is planning to replace the police in their hallways. coming up in our next half hour the debate over how to best protect children. and tax time is primetime for scammers. we'll tell you why some aggressive phone calls now have the attention of congress.
